Whether it is a woman or man found guilty of fornication, lash each one of them with 100 lashes, and let not the sympathy towards them hold you from implementing the way of the Lord, if you believe with Allah and the Last Day. And let a group of the believers witness their punishment.
In every period, Lord annihilated Satanic footsteps stage by stage. The first stage of punishment regarding fornication is explained in verses 4: 15-16. The second stage of punishment for fornication/ done by unmarried man and woman is mentioned in this verse. But a group of believers should be there to witness this punishment. The third and final stage ‘to kill them by pelting stone, if they are married’ was put into practice by Messenger Muhammad. That was the law in Torah also, and Messenger Jesus had put it into practice. Lord had taught through Messenger Jesus in case of fornication as: “Let the one who is without sin cast the first stone”. But no one was there in that Society of Jesus without doing sins to implement that punishment.
Today, there is no a group of believers who testify Adhikr and implement the true way of Life anywhere in the world. So the Command of this verse can’t be implemented. Instead, the odd believer will propagate Adhikr which explains about the Recording Book fastened upon everyone’s neck which will not omit any talk, thought, and action as explained in verses 17: 13-14. He will only aim for the harmony of mankind and to maintain the statuesque of the universes as explained in verses 2: 62. See explanation 3: 101-102 and 22: 77-78.
